Pay to vote in an international democracy

I was talking to Julian at the Mut Mee in Nong Khai in Thailand and he came up with a very interesting idea in our discussion about democracy.
How about if you pay money to an organization when you vote and the money then is used to actually accomplish what the people have voted for.
Of course there are poor people/countries who can't/won't spend money on these things, but if we want equal possibilities for them to vote there are of course possibilities to change their societies into a more balanced socialism/capitalism so that there is more equal possibilities for all.
Voting by paying into a bank account that is open for control by all the voter is a very interesting concept. It also gives some power to actually do something if you have money to do it.
