Jag vet ingen säkrare plats för makten över samhället än folket, och om vi inte anser dem upplysta nog för att utöva sin kontroll med rättmätigt omdöme, är inte lösningen att ta makten ifrån dem, utan snarare att utbilda dem till bättre beslutsfattare.
